Purpose

The Faculty Assembly shall be established at VHS to represent the Faculty in specified areas of its responsibilities and concerns in order to:

A. Initiate, develop, and participate in the formulation of academic or educational policies of the school and make recommendations to the Executive Vice President, Health Sciences or Dean of the School of Medicine.

B. Consider such policies, programs, and other matters as the Dean, the Executive Vice President, Health Sciences, the administration, the Council of Chairs, Macon & Joan Brock Virginia Health Sciences EVMS Medical Group at Old Dominion University, various student organizations, or individual members of the Faculty may purpose.

C. Review faculty grievances (per grievance policy), proposed changes in faculty related policies and to the Faculty Handbook.

D. Help create, maintain, and protect an environment conducive to the growth of scholarship, creativity, learning, teaching, research, clinical excellence, service and respect for human rights and dignity.

E. Accept and share responsibilities with the administration and students in order to improve the stature and effectiveness of the School.

 

Representation

A. A Faculty Assembly member will represent each of the following Departments or Schools. Two Faculty Assembly members will represent the EVMS School of Health Professions.

B. Quorum for Assembly meetings is set at 51% of the Departments or Schools which have named their representatives.

C. Each Faculty Assembly member must have an Alternate.

D. Each Department or School represented will carry a vote; motions will pass if 51% of the votes of the Departments or Schools represented are in favor of the motion.

E. Faculty Assembly member will be elected by their Departmental or School Peers.

F. Department Chairpersons may only serve as Faculty Assembly members or Alternates for Departments or Schools with a total faculty roster of three or less.

G. Individual Faculty Assembly members will be responsible for choosing their Alternate. For Departments or Schools with Faculty Assembly members on the Executive Committee, the Alternate should be elected rather than chosen by the Faculty Assembly member.

Executive Committee

The Executive Committee of the Faculty Assembly

A. An Executive Committee will oversee the Faculty Assembly functions in accordance with the above stated purpose. The Executive Committee will be elected at the Faculty Assembly meeting in June and begin their service on July 1.

B. The Executive Committee is composed of:

  1. The President of the Faculty Assembly who is in charge of

                a. Presiding over the meetings of the Faculty Assembly

                b. Meeting monthly with the Dean 

                c.  Representing the Faculty Assembly at the Board of Visitors meetings

                d. Presenting the Faculty Assembly reports at the General Faculty Meetings

      2. The President-Elect of the Faculty Assembly who is in charge of:

                a. Presiding during the meetings of the Faculty Assembly in the absence of the President of the Faculty Assembly

                b. Meeting monthly with the Dean in the absence of the President of the Faculty Assembly

                c. Assisting the President in all of his responsibilities

                d. Presenting the Faculty Assembly Reports at the General Faculty Meetings in the absence of the President of the Senate

                e. Representing the Faculty Assembly on the Academic and Student Affairs Committee

     3. The Immediate Past President of the Faculty Assembly who is in charge of:

                a. Representing the Faculty Assembly on the Committee on Committees

                b. Selecting and chairing the Nominating Committee

     4. The Secretary who is in charge of:

                a. Assisting the President during the Faculty Assembly meetings

                b.  Composing and submitting the minutes of the Faculty Assembly meetings

                c. Representing the Faculty Assembly on the Finance Committee

     5. A Member at Large who is in charge of:

                a. Assisting the Secretary

                b.  Chairing the Grievance Committee

                c. Representing the Faculty Assembly on the Appointments and Promotions Committee

C. The Executive Committee will communicate periodically, typically in the week prior to the full Faculty Assembly meetings. These communications may take place through email, conference calls, or in a face-to-face format. The Executive Committee will exceptionally hold additional meetings or communicate as needed to deal with emergency issues that are important to the Faculty and to the Faculty Assembly.

D. Quorum for the Executive Committee is set at 60% (3 of 5 members).

E. All decisions taken by the Executive Committee will be submitted to the Faculty Assembly before being formally adopted.

Elections

A. Each Department or Division will hold yearly elections in the spring (typically March or April) for the office of a Faculty Assembly Representative. Interim elections will be held when necessary.

B. For Faculty Assembly Representatives who will be staying on the Executive Committee, an election will be held for the office of Alternate.

C. The Faculty Assembly will elect the Executive Committee in In June, a preliminary listing of Faculty Assembly members and Alternates will be made available for the following Academic Year. In July, a final listing of Faculty Assembly members and Alternates will be made official.

Meetings

Faculty Assembly Meetings will be held on the third Monday of every month (excluding July and August), at the time and location set by the Faculty Assembly.
