The Center for Comprehensive Care of Immune Deficiency C3ID provides a variety of HIV care services that are covered under the Ryan White CARE Act for those who qualify.

What is Ryan White Coverage?

The Ryan White CARE Act was passed by Congress in 1990 to improve the quality and availability of care for lower-income, uninsured and underinsured individuals and families affected by HIV/AIDS. If you meet certain eligibility requirements, you may qualify for many HIV care services at no cost to you.

Am I Eligible?

Generally to be eligible, you must have no other insurance or payer source for the covered service. No insurance, no Medicare and no Medicaid coverage. You also have to be HIV positive and have household income below 300 percent of the national poverty level. Currently the level is $29,400 for a single individual and $39,600 for a household of two. Higher limits apply for larger households. The value of property you own is not considered in determining eligibility for this program.

What Does it Cover?

The CARE Act covers most medical and social support services for the treatment of HIV-related conditions if you have no other insurance coverage. If you have insurance coverage for some of the services listed but not others, you may be Ryan White eligible for those uninsured services. For example, you may have medical insurance but you might qualify for dental care or case management services through the Ryan White program.

Here is a partial list of services that may be covered:

  • Outpatient medical and specialty care referrals
  • Laboratory testing
  • HIV-medications
  • Case management
  • Dental care
  • Mental health counseling
  • Substance abuse treatment
  • Housing
  • Emergency financial assistance

What Is Not Covered?

These services are not covered:

  • Inpatient medical care
  • Emergency room visits
  • Treatment of medical conditions (including medications) unrelated to HIV
  • Routine mammograms
  • Home health care
  • Hospice and respite care
  • Nutritional supplements

How Do I Apply?

At the time of your first visit to one of the C3ID sites for medical care, your individual circumstances will be reviewed by the medical counselor or case manager. They will determine eligibility for Ryan White coverage or any other coverage or assistance to which you may be entitled and direct you through the process. You will be asked to provide proof of income by providing check stubs, income tax returns or other information. You must provide this information at least annually to continue to qualify. If you have already been enrolled through another service agency, you will not have to repeat this process.

What If My Situation Changes?

If your circumstances change during the year of eligibility, you must tell your case manager and medical provider as soon as possible. If you marry, move home with parents, start working, get insurance, qualify for Medicare or Medicaid, this may affect your eligibility. You may be back billed for any services that you received when you were not eligible. Please tell us immediately so that we may assist you.
