The Loving Steps program is 100% federally grant funded through the United States Department of Health and Human Services/Health Resources and Services Administration. Communities eligible for funding must meet the federal requirement of having at least one racial/ethnic or other disparate group with a three-year average infant mortality rate of at least 10.58 deaths per 1,000 live births.
Loving Steps services are provided to pregnant women and teens, parenting women and teens, and infants and toddlers in the city of Norfolk.
